Project Description
Bronson applied its strategic and program planning and risk management expertise to lead the development of key program documents for the Centre for Greening Government (CGG) at the Treasury Board Secretariat of Canada (TBS). Bronson developed documentation for two programs that fall under the Greening Government Fund (GGF) – the Project Stream funding program and the Low Carbon Fuel Procurement Program (LCFPP). These programs fall under the Greening Government Strategy, which is a cabinet-approved directive that establishes the greening government commitments that apply to all core government departments and agencies. For each GGF program, Bronson developed the following documents:
Business Challenge
The GGF was created in 2017 with the goal of funding projects that reduce GHG in federal operations related to fleets, procurement, and real property. The addition of the Low-carbon Fuel Procurement Program (LCFPP) to the GGF meant that there were now two funding streams with unique characteristics. The Treasury Board Secretariat of Canada, Centre for Greening Government (TBS-CGG) identified a need to establish formal program documentation to ensure appropriate governance, program management tools, and performance measurement approaches were in place to allow these two streams to operate efficiently and effectively.
Our Solution and Outcome
Bronson conducted an extensive review and analysis of relevant background documentation for both GGF streams and engaged in consultations with key representatives of each stream to enhance understanding and address any information gaps. Continuous communication with the client allowed for the incorporation of changes and progressive iterations of the documents. Bronson participated in working meetings and discussions to finalize the program documents, and a current state analysis was conducted to identify opportunities for improvement and risk mitigation.
