Project Description

Managed and performed all the tasks associated with this project to provide assistance to Child and Family Services program of Indigenous Services Canada with the drafting of a Treasury Board submission to seek approval to move onto the next phase of their program. This program provides funding and support to agency and community service providers to help them better meet the needs of First Nations children and families. More specifically, the drafting of this submission incorporated specific requirements to address orders imposed on the program that were issued by the Canadian Human Rights Commission. The drafting of this submission involved interpreting and defining the specific requirements and assisting the program with ensuring that they had the authorities required to properly fulfill these requirements and address the Commissions’ orders.

This work required extensive research and analysis to fully understand the complexities of the Child and Family Services program and the very detailed and specific requirements that the Human Rights Commission has placed on it to ensure that Indigenous children in care are treated in a culturally appropriate way and are supported similarly and at the same level as other Canadian children. This work also involved the provision of advice on how to best reflect the key elements of the program, and the pressures placed on it, to ensure that Treasury Board ministers provide the authority required to properly and effectively manage the program and support Indigenous children in care. The improvement of this program is one of the key reconciliation activities recommended by the Truth and Reconciliation Commission.
